On the Hi-Tech Innovation and Systematical Innovation in Hi-Te Zones

技术创新与制度创新是人类行为的两个方面,在促进经济发展中发挥重要作用。高新区技术创新环境的获得是技术创新的诱导因素、社会影响因素及高新区自身制度创新共同作用的结果。要努力消除高新区制度创新与体制外的摩擦,创设更具针对性的激励措施,以进一步完善高新区技术创新环境。

Technological innovation and systematical innovation are two kinds of human activity, which both play important role in economic development. Nice surroundings in the zones favorable to Hi-Te innovation is related with the inducing dements and social elements of technological innovation as well as the systematical innovation of the zone itself. We should try to eliminate the elements that hinder the systematical innovation of the zone so as to provide favorable surroundings to Hi-Te innovation.
