Building A Proper System to Introduce Investment Under Market Economy

传统的招商引资运行机制是以政府为主导由政府部门一把抓的机制,在历史上发挥过积极作用,但在市场经济条件下,这一机制存在明显缺陷。适应市场经济要求,又具有中国特色的招商引资运行机制,从总体上讲就是“政策引导,企业招商,企业开发,部门服务”。其具体形式包括:市场化招商机制,完善的服务机制,便捷的信息传递机制和公正、高效的仲裁机制。

The current investment introducing system in China has been playing an important role in Chinese economic development, under which, it is the government that hardles the whole process of the investment. However, such kind of system has shown its defects not suitable to market economy. A proper system both suitable to market economy and suitable to Chinese particular status should be built under which investment is guided by policies, introduced and operated by enterprises, served by government organs. Proper measures should be taken to set up market-oriented investment introducing mechanism, exceUent serving mechanism, information transferring mechanism as well as efficient arbitrating mechanism.
