摘要
In his practice of guiding the construction of socialism with Chinese characteristics Comrade Jiang Zemin paid great importance to the development of democracy. On the basis of the Marxist theory of democracy, he studied the new characteristics of the epoch, made theoretical innovations compatible with the conditions in China and put forward the task of improvement of socialist civilization, thus raising the theory of devel- oping democracy to a new realm in a com- prehensive and systematic way. He also con- centrated his efforts on carrying out institutional innovation in the light of new conditions of reform and pushed the development of a democratic system with Chinese characteristics to a new stage. It is a historical obligation for the present generation and several generations of Chinese Communists in the future to study Comrade Jiang Zemin＇s thought on the development of democracy, to go on with theoretical and institutional innovations and to bring about an all-round advancement of socialism with Chinese characteristics.
江泽民同志在领导中国特色社会主义建设的实践中,以唯物史观为思想武器,提出了一系列民主政治建设思想的新观点。江泽民民主政治建设思想是马克思主义民主理论中国化的新成果,他强调中国政治制度和政党制度的建设,最根本的是要从中国的国情出发,从中国革命、建设和改革的实际着眼。判断新的制度是否成功,不是看制度的条文是否新颖,而是在实践中审慎地观察它的功能和效果。江泽民民主政治建设思想的本质是人民当家作主,党的一切工作和方针政策,都要以是否符合最广大人民群众的利益为最高衡量标准,这是中国共产党"人民观"的核心。江泽民民主政治建设思想的着重点是积极推进政治体制改革,社会主义民主政治体制创新的基础是坚持社会主义的基本制度,在共产党的领导下,通过体制创新,建设和完善社会主义民主和法制的国家制度。
