摘要
研究了电力行业体制改革下,发电企业将其维护业务外包出去以后,如何做好维护外包的安全管理。根据行业"安全第一,质量第二"的特点,发电企业在作出维护外包决策后,从事前承包商的选择、合同条款签订,到外包过程中监督体系、责任体制、安全培训、工作票与操作票的管理,及事后专业人员培训、维护外包的动态管理等方面,论述了安全管理的各项具体措施。并从EAM系统集成的角度对维护外包的安全管理进行改进,对做好维护外包方式下的安全工作具有很强的现实意义。
How to do safety management of maintenance outsourcing well was researched after generating enterprises outsourced their maintenance business, following with the in-depth reform of electricity industry system. As the features, "safety first, quality second" of the industry, the concrete measures for safety management were put forward from selecting outsourcer, signing contract before outsourcing, to the establishment of observing and responsibility system, safety training, work ticket and operation order managing during outsourcing, and professional employee training, dynamic management after outsourcing. Also the integration system for safety management was improved based on EAM (Enterprise Asset Management). These have great practical significance to safety management of maintenance outsourcing.
