构建和谐社会与履行人权公约义务

人权具有普遍性和特殊性,尊重和保护人权是国家的义务。构建社会主义和谐社会是人权保护义务的普遍性与我国社会主义建设事业的特殊性的有机结合,二者有着内在的联系:一方面,国家履行尊重和保护人权义务的价值追求决定了构建社会主义和谐社会的价值取向;另一方面,构建和谐社会是充分实现人权的力量源泉。

Human rights have both generality and speciality.It is the duty of nations to respect and protect human rights.The construction of socialist community of harmony is the organic combination of the general duty of the human right protection and China＇s speciality of socialist construction,both of which have inherent links.On one hand,China＇s value orientation of the construction of harmonious community is determined by the value pursuit of its respect and protection of human right;on the other hand,it is one of important basestones for the construction of harmonious community to respect and protect human rights,whereas the former is the power fountainhead of the latter.
