文章以新发现的中华民国时期国家预算西藏省岁入岁出等报表为依据,结合民国历史档案,分析总结了民国中央政府对西藏的财政投入的种类、数量和性质,同时论述了中央政府对西藏发展金融货币、交通、贸易的支持和管理措施,坚持维护了中央对西藏的主权,从一个侧面批驳了国外敌对势力和藏独集团编造的“民国西藏独立”谬论。

Based on the national budget, the annual financial statements of Tibet during the period of the Republic of China and the historical records of the Republic of China, it is analyzed in this essay that the types, quality and quantity of financial input of the Central Government of the Republic of China into Tibet. Concurrently it discourses upon the assistance and management of the Central Government on the development Thus, the essay refutes the view of independence of Tibet in the period of the Republic of China, which is made up by the hos tile forces in foreign countries and the groups proclaiming the independence of Tibet.
