With deepening of investment system reform, a new challenge is presented to hydropower sector to make financial evaluation for medium and small-sized hydropower projects under new situation. This paper discusses and analyzes financial and economic evaluations for medium and small-sized hydropower projects and selection of basic parameters, suggests to cancel grid electricity price calculation in two stages, dilute the roles of term of mortgage, payback period and financial internal rate of return and stresses decisive role of investors.
