我国经济社会发展已从以往的“又快又好”转为“又好又快”的目标选择,这种转变是由我国社会主义市场经济机制决定的。我国经济社会“又好又快”发展的关键是贯彻“八项任务”、落实“三个协调”。以制度建设和制度创新为基础,实现“又好又快”的发展目标具有良好的前景。我们应大力促进制度建设的科学化和规范化,努力完善制度建设这一系统工程,化解一切不和谐因素,发挥制度建设的综合效应,制订稳定的财政政策、稳健的货币政策、紧缩的投资政策、从紧的房地产政策、灵活的外汇政策、求质的外贸政策,为实现“又好又快”的发展目标提供制度保障。

The object choice for the development of China＇ s economic society has been changed from being fast and good to being good and fast, which is decided by the system of China＇ s market economy of socialism. The key for the good and fast development of China＇ s economic society is the carryout of ＂the Eight Missions＂ and ＂the Three Coordinations＂. On the basis of system construction and innovation, there is bright prospect for the realization of the goal of good and fast development. In order to provide the system guarantee for reaching the goal of good and fast development, we should try to make standard and scientific system construction, make out stable fiscal policy, prudent monetary policy, constrictive investment policy, tight real estate policy, flexible foreign exchange policy and quality- seeking foreign trade policy.
