生态旅游规划环境影响评价的方法和案例

Method and Example Analysis of Planning Environmental Impact Assessment for Ecological Tourism

随着环评法的实施,行业规划环境影响评价目前已成为环评工作中新的热点.针对生态旅游规划的特点,提出从宏观政策到规划目标、从区位功能到旅游功能区的评价框架,在提出替代方案的基础上进行生态-社会-经济系统分析以得到最佳方案的规划环境影响评价思路.以武夷山大峡谷森林生态旅游区规划为案例,按照上述评价框架思路,对规划中的4个功能景区进行了宏观背景、区位和功能区关联性分析,提出4种替代方案并对其进行环境影响系统分析,认为开发休闲中心、漂流溪流、溪谷风景,而不开发保存较好的森林覆盖区(白塔山)为最佳规划方案.

Industrial planning environmental impact assessment （EIA） is a relatively new field of EIA with the implementation of the EIA law. It is proposed the system frame and method for the ecological tourism planning EIA in terms of its characteristics. Furthermore, it is asserted the practical steps of planning EIA： recognition the compatibility of the planning goals with the national or governmental policies, then relating the tourism function zones with the regionalization, additionally presenting the alternative schemes and their ecological-social-economical impacts on the local environment, finally choosing the best scheme for the planning, Taking the ecological tourism planning of Wuyi mountain great canyon as an example, the paper analyzed the policy background, regional function, and the conjunction of the four tourism zones. Four alternative schemes were designed, and their impacts on the local environment were discussed. The results showed that the scheme of exploring the leisure center, river scene and drifting sports without disturbing the mountain area （Baita mountain） was the best choice.
