The internal characteristics of adult higher education decide the face that distinctive subjects are usually taken as the key programs. The construction of distinctive subjects is a developing process of reform and innovation. It must have clear principles and demands, i.e. , it must well balance the relations among environment, other subjects, evaluation, and guaranteeing systems.
