摘要
办学特色鲜明、办学成效显著的专科学校升格后如何在新的起点上办出特色、办出水平,成为考验高等教育管理者公共治理能力的“试金石”。文章就此进行了理性梳理,并提出若干解决方案。
Various issues such as orientation, disciplines and majors,and administration pattern have appeared when a junior college was changed into a 4-year university. Whether the newly-built universities are capable of running the university with its own characteristics and high standard is the touchstone to test the public governance ability of the higher education administrators. This paper analyzes the issues above and puts forward some feasible solutions to those problems.
