The Impact of Evil Social Forces on Lower-Level Governments

黑恶势力对基层政权的侵蚀主要表现在:另立“权力中心”,分割基层权力;以暴抗法,干扰基层政权的正常运行;拉拢政府官员,腐蚀基层权力;暴力威胁或操纵选举,夺取基层政权。基层政权是整个国家权力的基础,黑恶势力的存在与发展严重危害基层政权的稳固和运行。在严厉打击黑恶势力犯罪的同时,应切实加强基层政权建设。

The erosion by evil forces to grass-root governments is mainly shown in the following.establishing another ＂power center＂ and partitioning local governments; resisting the enforcement of law with violence and interfering with the normal functions of government; lassoing government officials and decaying grass-root political power; and manipulating elections with violence or threats to seize local power. As the grass-root political power is the foundation of the national power, the existence and development of the evil forces endangers the life and function of the grass-root government. While fighting the evil forces severely, we should also strengthen the construction of grass-root government.
