城市社区组织是城市规划中公众参与的重要主体,是城市居民的有效组织者,在城市发展中起着至关重要的作用。我国城市规划中公众参与环节的薄弱,与社区制度不完善、公众参与主体缺失有着密切关系。为此,必须逐步完善城市社区制度,强化社区组织作为公众参与主体的地位与权限,从而完善城市规划的公众参与制度,促进城市规划对城市发展的有效引导。
