论廉租房政策功能的变迁及其实现路径

On the Policy Function Transition and Ways of Reahiation of Cheap Rental Housing

廉租房政策作为社会保障体系的重要组成部分,其政策功能已由社会公平转变为社会效率。与此相应,我国廉租房政策也应定位于扩大就业,提高经济自主发展能力,鼓励发展节能省地型廉租房,抑制房价过度上涨,降低劳动力成本等等。而制定相应的廉租房保障法规,建立以政府为主体的廉租房供给机制,扩大廉租房制度覆盖范围,拓宽廉租房房源,健全配套措施等有助于切实落实廉租房的政策功能。

Cheap rental housing has changed its policy function from social equity to social efficiency as an important part of social security system. So in China cheap rental housing should aim at enlarging employment, improving economic self-developing ability,encouraging energy-and-land economical rental housing,and restraining high prices of housing and reduce labor costs. Therefore China should stipulate laws on relative cheap rental housing, build cheap rental housing supply system,enlarge beneficiary circle of cheap rental system and widen house sources. At the same time China should perfect supporting measures to realize policy function of cheap rental housing.
