U.S.-Indian Civilian Nuclear Cooperation:Convergence of Interest and Contradictions

广受关注的关印民用核合作协议已经美国国会批准并最终生效,美印民用核合作是两国在战略层面增进关系的里程碑,体现了双方复杂的利益关联,势必对双边、地区及全球格局产生深刻的影响。美国国会的辩论表明美国在涉及国际核不扩散机制和美国安全利益方面,存在明显的双重标准,而印度在强调谋求自身利益的同时,也担心在战略上处于被动。从前景看,仍存在诸多影响关印核合作进展的不确定因素,双方将围绕该问题继续展开利益互动和讨价还价,预计合作不会一帆风顺。

The Treaty of U.S.-Indian Civilian Nuclear Cooperation,which draws worldwide attention,has been approved by the U.S. Congress and has finally come into effect.Such cooperation,serving as a landmark at the strategic level for the improvement of their bilateral relations,reflects the complicated union of their seemingly different interest and will inevitably result in profound impact on their bilateral relations as well as regional and global pattern.The U.S.congressional debate on the treaty has shown the multifaeeted considerations of the U.S.on the issues related to international nonproliferation mechanism and the U.S.national security interest.While on the other hand,India attaches great importance to its own interest,but at the same time it is afraid of its strategic disadvantage. Prospectively,there are multiple variables that may affect the smooth development of U.S.- Indian nuclear cooperation and both sides may actively interact with one another for respective interest or bargain over this issue.Thus,such cooperation may not go as smoothly as expected.
