叙述了我国现在建设工程质量管理体制的现状,为了与国际建筑工程质量管理体制接轨,切实建立适合中国国情的建筑工程质量管理方法,从工程质量法规建设、业主的质量管理主导作用、政府的质量监管力度、发挥行业协会作用等完善质量管理机制几方面进行了探讨,以建立一个公平、有序、健康的建设市场。

It describes the present condition of project quality management system in our country,and discusses the consummation of quality management system from the aspects of the law and regulation building to project quality,principal action of the owner to the quality management,quality supervision degree of the government,displaying the action of the trade association etc in order to catch up the international architectural quality management system and build corresponding management method adapting to the condition of our country.
