从当前交通建设工程造价失控的“三超”现象进行了分析,总结了造价失控的三大方面因素,提出了造价控制应从设计阶段进行事前控制及事中控制的方法,以达到有效控制建设项目实施阶段投资超额的效果。

It analyses the three-over phenomenon which caused by out-controlling of recent transporting project cost,summarizes three factors which causes the out-controlling of project cost,brings forward controlling methods from design stage to pre-control stage and controlling stage so as to achieve the aim of preventing from over-invested during the whole implement.
