论我国中央政府债券法律制度的完善(上)

Perfection of the Bond Law Systems of Central Government

传统的国债概念有待商榷,应以中央政府债券表述。从完善社会主义市场经济体制和建设社会主义法治国家出发,迫切需要完善中央政府债券法律制度。在中央政府债券法律制度中,中央政府债券的发行和交易是需要予以法律规范的重点内容之一。

The traditional concept of national debt isn＇t accurate. It is necessary to be replaced by the concept of central government bond. In order to improve socialism market economic establishments and construct socialist country by rule of law, it needs badly to improve the law systems of central government bond. The issuing and transaction of central government bond is one of important content which needs to be regulated by law.
