摘要
介绍了我国林业有害生物预防体系的基本概念、组成和功能,指出了预防技术和支撑预防技术的基础设施是决定预防体系构建质量的关键因素,提出了我国林业有害生物预防体系的构建模式。该模式包括全局性执行信息分析的有害生物风险评估系统、边界口岸防控外来入侵的检疫除害系统、重点区域防控境内传播的监测预警系统、一般区域防控突发灾情的监测防灾系统和跨省(市)区域防控局部灾情的联防联治系统等5个系统。根据每一种系统的功能,进一步明确了组成该系统的具体项目种类。
The basic concepts, components and function of the system were introduced. The prevention techniques and their supporting facilities were decisive factors for the system quality. The system construction model included 5 systems： （1） pest risk evaluation system for information analysis in China; （2） quarantine and elimination system against invasion in frontiers and ports; （3） monitoring and forecasting system against spread in important areas; （4） monitoring and preventing system against the outbreaks in usual areas; （5） combined prevention and control system in inter provincial areas. Furthermore, the concrete items for each system were listed.
