企业型政府模式诘难的诠释与评论

理论界对企业型政府模式的诘难,无论是对改革价值倾向的忧虑,还是对改革瑕疵的修正,都具有积极意义。但近乎吹毛求疵的攻讦和断章取义的曲解,对于政府改革理论的创新和行政学理论的发展,是有害而无益的。事实上,公共部门与私营部门之间的确存在差异,但改革经验可以相互借鉴;制度经济学的理论成果已经在深刻地影响着政府改革,而不是适宜不适宜的问题;管理主义只是工具,不需背负破坏行政伦理的罪名;让公民成为“顾客”是从抽象的政治民主向具体的行政民主发展的一种形象描述,并非恶贬;不同国家不同时期的公共行政规律可能有所不同,任何一种探索都是有价值的,应充分予以肯定。

The questioning on the model of corporative government in theoretical field, whether on the worries of reform value or the correction on the reform shortcomings, are of great significance. But, the peck-like accusation and misunderstanding from hearsay are of great harm for the innovation of the governmental reform theory and the development of the administrative theory. In fact, there is really gap between the public departments and private departments, but the experiences in reform can be borrowed mutually; the theoretical achievements in system economics have already been influencing the governmental reform, regardless of the properness; the administration is only a tool, with no need to burden the damage on the administrative ethnics; let the civilians become the “customers” is a vivid description of administrative democracy development from abstract to concrete of the political democracy; the public administrative law in different countries at different time may vary, but any exploration is of value and should be treasured.
