公共研究的治理变革

Reform in Governance of Public Research

上个世纪八、九十年代以来,OECD国家在公共研究的治理方面正在经历着一场影响深远的变革。本文首先追述了引发变革的一些主要因素,包括新公共管理运动、新的知识生产模式、科学技术与社会的新的关系以及公共研究部门面临的新的挑战。然后,再从七个方面分析了这场变革的一些重要趋势,包括:加强国家公共研究的战略管理、建立公共研究政策的协调机制、加强对公共研究的问责、加大公共研究机构的自主性、加大中间机构在经费分配机制中的作用、调整经费预算与管理方式和优化经费资助机制。

Since the 1980's,Many Countries in OECD have attempted to reform their System of Public Research. First of all, this article investigates some factors that led to their reform,including New Public Management Movement,New Knowledge Production model,New relations between Science and Society,and New Challenges faced by Public Research Institution. Then several trends that appeared in their reform are analyzed.
