提出了1997年煤炭工业工作的指导思想和主要奋斗目标。1997年要努力抓好的7项工作是：加快国有煤炭企业改革步伐；巩固发展扭亏增盈成果；依法整顿煤炭生产秩序和煤炭经营秩序；搞好煤炭供需总量平衡；提高综合利用、多种经营的经济增长质量和效益；促进煤炭安全生产持续稳定好转和推动煤炭工业技术进步和职工队伍素质的提高。

The guiding principles and main objectives of the coal industry's work in 1997 are set forth, with serius efforts to be devoted to the seven tasks: speeding up the reforms of the state-owned coal enterprises ; retaining and developing the achievements in eliminating deficits and increasing profits; rectifying the order of coal production and distribution in accordance with the law; balancing the overall coal supply and demand; improving the quality and efficiency of the economic growth of the operations of comprehensive coal utilization and diversified business; and promoting the continuing and steady improvement of safety for coal production, the technological advancement of the coal industry and the improvement of the quality of the personnel.
