Problem of Production and Occupation Shift for Fishmen of Zhanjiang and Countermeasures

湛江沿海渔民转产转业的形成原因有:过度的近海捕捞,严重的海洋环境污染,近海的捕捞渔民的经济效益下降和作业渔场面积减少。存在的问题有:需转产转业的渔民数量大,支持转产转业的资金数量有限,渔民综合素质较低,退出捕捞行业的成本高。在此基础上提出了解决沿海捕捞渔民转产转业问题的措施有:政府出台相关的财政政策,积极发展海水养殖业,积极发展滨海旅游业与休闲渔业相结合,调整经济结构,加快工业化的进程。

This paper makes an analysis of the problems and reasons of Zhanjiang coastal fishermen＇ s transformation of the llne of production into other productions. The reasons are as follows： over fishing in the coastal waters, the serious pollution of the marine environment, the economic efficiency and reduced the offshore fishing ground for fishermen. The problems include a large number of transferring fishermen, a limited number of transferring funds to support them, a relatively low quality of the fishermen, the high cost of quiting the fishing industry. Finally, the paper proposes some of countermeasures to solve the problems： The government should take some measures and implement the related fiscal policy to speed up, the development of mariculture, coastal tourism and recreational fishing, adjust economic structure so as to accelerate the process of industrialization.
