From "Village Autonomy" To "Town Autonomy"——Socialist New Countryside Construction From the Perspective of Rural Administrative System Reform

伴随我国乡村国情的变迁,现行的“乡政村治”的治理体制面临巨大挑战,“撤并乡镇”的治理体制改革模式也深陷困境。构建“县政乡治村派”的新型乡村治理体制,实现从“村自治”到“乡自治”,是我国政治体制改革的突破口和民主事业发展的新航标,是建设社会主义新农村的最佳治理体制。

With the change of China＇s rural condition, the present ＂village autonomy＂ administrative system is faced with great challenge. The reform model of ＂removal and merger of towns＂ is in a diffiult position. The construction of ＂town autonomy＂, a new rural administrative system as distinguished from the former ＂village autonomy＂, turns out to be a breakthrough in China＇s political system reform and a mark for the development of democraey. It can be the best administrative system in the socialist new countryside construction.
