建设服务型政府是我国政府在现实状况下做出的合理选择。由于服务型政府理论的不成熟和我国现行的社会经济环境因素的影响,我国各地方的服务型政府建设还存在着不少的问题,因而需要在政府的行政程序、行政功能、行政机制、行政规则及行政技术手段等方面探索有效的路径。

It is a reasonable choice for us to build a service government in our country based on our practical situation. However, due to imperfect theory for service government and the influence from contemporary social and economic environment, there are still many problems in the course of building local service government. Therefore we should explore effective appoaches for the government in different aspects such as sequence, function, mechanism, regulations and teachnology in administration.
