Effect of Pilot Social Insurance in Liaoning and Reflection on It

基于辽宁老工业基地社会保障体系试点工作的基本成效,阐述了“社保试点”在辽宁老工业基地振兴中的积极作用,认为“社保试点”从基本养老保险制度创新,企业与职工劳动关系制度创新,社会保险的政策、管理以及服务体系建设等方面对辽宁老工业基地确立社会主义市场经济体系发挥了重要作用。分析了当前我国社会保障体系建设过程中存在的问题,如社会保障立法缺位,缺乏社会保险基金保值增值途径,社会保险覆盖范围不够广泛等。提出了规范个人账户基金运营模式,加强非正规就业人员参保工作,建立稳定的社会保险基金筹措渠道等对策建议。

A national pilot project of social security has been putting into practice in Liaoning, China＇s old industrial base, for years. Discusses what positive role it played in revitalizing the old industrial base, involving the innovation of primary pension system and relation between enterprise and workers/staff, social security policies and building relevant management and service systems. They all made important contribution to the socialist market economy in the province. Analyzes existing problems in the process of building China＇s social security system, such as lack of legislative guarantee for social security, no effective way available to appreciation and value preservation of social security funds and not extensive coverage of social security. Some measures are suggested to take, including normalizing the operation of personal account flow of cash, extending social security to floating employees and fixing the channels to raise social security funds, etc.
