The peaceful settlement of Xi＇an Incident was crucial to forcing Chiang Kaishi to accept the idea proposed by Peter H.L. Chang and Yang Hucheng for resisting Japanese aggression, which was proposed first by CPC. Actually, Peter Chang played historically the decisive role in the whole peaceful settlement process. What he did revealed that he was not only the advocator for peaceful settlement but a leader who put the whole process into action.
