“效率优先、兼顾公平”的原则是否需要修改

"效率优先",即劳动生产率的提高和社会生产力持续快速的发展,这始终是社会发展占第一位的因素。社会主义社会公平决不是平均主义,应表现在经济、政治和文化各个方面,使社会全体成员都能有机会享受经济发展和社会全面进步的成果。"效率优先、兼顾公平"的原则可以不必再提,但决不可以倒过来,用"公平优先、兼顾效率"来代替"效率优先、兼顾公平"。把社会公平放到更加重要的地位,不是以否定"效率优先"为代价来达到,而仍然是在"效率优先"的前提下来实现的。实现社会主义社会公平是一个长期的历史任务和逐步实现的过程,既要看到解决这个问题的必要性、紧迫性和可能性,也要防止急躁冒进和简单化处理。

＂Putting Efficiency First＂ means a promotion of the productivity and a continuous and fast development of social productive force. This is always a first-position in social development. The socialist social fairness is by no means egalitarianism. It is no longer necessary to put up the principle of ＂putting efficiency first, and giving consideration to fairness＂, but it does not mean the vise versa. Social fairness is given more important position, but it still to be realized under the premise of ＂putting efficiency first＂, rather than a negation of it. The realization of the socialist social fairness is a long-term historical task and a process of gradual realization. Although this is an necessary, urgent and possible task, rashness and premature advance is, as well as dealing it in over-simplified steps, to be avoided.
