土地货币化与土地所有权——中国农村产权制度变革的基础

Capitalization & Property Right of Land——Essential for the Reform of China's Rural Property Right System

“三农”问题的核心仍然是土地所有权问题。当前失地农民的大量产生和土地抛荒现象,使中国新农村建设的设计者们意识到,土地所有权的归属和市场化,已经成为一个不能再回避的历史遗留问题了。如果构建新农村和谐社会不是执政党的权宜之计,而是建设民主社会的百年方略,就必须面对农村土地流转征用向所有权属市场化变迁的历史潮流。土地所有权制度改革应该从农村土地的货币化开始,而这恰好是土地市场化的基础。

Land property remains the core of the issues of agriculture, countryside and peasants. With more and more land - lost farmers but larger and larger cast- away land, designers of China＇ s new countryside construction are getting to realize that the belonging of land property and its commercialization, as an issue left over in the history, can not be ignored any longer. Should it not be a shake - up of the Party in power to build up the harmonious society of the new countryside but a project of vital and lasting importance to construct a democrat society, it must ride the historic tide of transition from circular requisitions of rural land to commercialization of land property. Reform of land property system should start from capitalization of rural land, which is the right basis of land commercialization.
