我国跨行政区河流域水污染治理管理机制的研究——以江浙边界水污染治理为例

The Study on Trans-jurisdictional Water Pollution Management and Cooperation Pattern of River Basin in China:A Case Study Water Pollution Management and Cooperation Between Jiangsu Province and Zhejiang Province

中国正处于经济转型的交叉路口,水环境日趋恶化已成为中国经济发展的最大障碍。跨行政区水污染问题为资源环境有效配置、地区经济可持续发展、上下游地方政府及人民之间矛盾解决及社会稳定等问题提出了严峻挑战。以江苏浙江边界水污染治理为例,结合国外跨行政区水资源管理经验,研究适合中国国情的跨行政区水污染治理管理机制。研究发现,当前中国跨行政区水污染治理面临的最主要问题,是流域管理与行政区域管理间的矛盾。解决跨行政区水污染治理较为可行的方案是:保持以条块结合的政府层级结构基础上的管理体制,通过机构、机制、法规等综合性改革来协调当前管理体制中流域及区域中不同部门、不同层级间的矛盾。

The deterioration tendency of China＇s water pollution drainage is mostly caused by contrived administration structure and natural problems. Low efficiency even inefficacy in trans-jurisdictional water pollution management by local governments, always result to the environment deterioration along with economic development, plenty of contradictions between people living along up and down river, as well as potential hidden trouble in social stabilization. Based on the reform of water pollution management and cooperation mechanism between Jiangsu and Zhejiang Province, this paper is trying to learn from the successful experience in trans-boundary affairsa and view of global river basin It summarizes the specialty and universality by analyzing policy evolvement between two provinces, then concludes the trans jurisdictional water pollution management pattern of river basins in China. The study shows that the integrated reform of transjurisdictional water pollution management of river basin in China should consist of institution, mechanism and law, based on the central-local government structure and department inner-system which could be called ＂double-leading-management mechanism＂.
