循环型城市建设绩效评价研究——以珠三角城市群为例 被引量:9

摘要 近年来,城市化进程加快产生了诸如生态环境恶化、资源浪费等诸多问题,本文拟根据循环型城市内涵,构建循环型城市建设绩效评价的“驱动力—状态—响应”模型,分析城市经济发展、资源减量利用、污染物减量排放、资源再利用和资源环境安全等对循环型城市建设绩效的贡献机理,对建设循环型城市提出建设性建议。文章引入“建设循环度”和“发展协调度”两个特征向量,将不同时序年份的评价结果进行了空间二维定位。对珠三角城市群1990-2004年城市发展的研究表明,不同年份的评价水平波动性显著,评价水平最大年份值较最小年份值高出0.786,相当于年平均水平的34.2%;由于波动性显著,其变化趋势显著性较低,总的趋势绩效水平不断提高。对不同年份“建设循环度”和“发展协调度”二维空间分布研究发现,综合绩效水平大部分处于弱循环层次,城市发展的协调水平相对较高,而城市建设的循环度有待提高,循环经济的社会意识亟待普及和加强。最后就加快珠三角乃至全国循环型城市建设提出了政策建议。 Resently, following the acceleration of urbanization, many problems such as environment be come worse. There are more resource consumed. By consulting the theories and connotation of sustainable development, eco-city and recycling economy, the author brings up the concept of recycling-city and constructs the indexes system of performance evaluation of recycling-city construction based on DSR model. The paper adopts entropy technology and AHP to analyze the performance ratio of five aspects and the general aim of recycling-city construction. The author also extracts two characteristic vectors of construction recycling degree and development harmony coefficient, and allocates the two characteristic vectors in a two-dimension spatial which employs development harmony coefficient as X axes and recycling degree as Y axes. Study of the city development of urban agglomeration in the Pearl River Dealt from 1990 to 2004 showed that values of performance evaluation fluctuated significantly, peak value was of 0.786 to the minimum value, which amounted to 34.2% of the average. Because of the significant fluctuation, the tendency of the values are not so visible, the general level of the values tends to increase gradually. Similarly, distribution of two characteristic vectors indicates that the performance evaluation is mainly in weak-recycling. The characteristic vectors of development harmony coefficient, most of which are among 0.50 to 0.70, are relatively higher, whereas the characteristic vectors of construction recycling degree are generally bellowed 0.50. Serious situation of the recycling-city construction reveals that management consciousness of citizens must be converted urgently. At last some adviees are put forward to lead the construction of recycling-city in a sustainable way.
