北洋时期绅权的扩张对地方治理的影响——以无锡为例

Impact of Gentry Power's Expansion on Local Administration in Beiyang Period of Qing Dynasty

北洋时期无锡的绅权得以扩张,地方精英们借助自治组织与商会等公法团体掌管了地方管理大权,成为社会权力群体。当时中国基层社会的管治模式已由传统的政府为主、绅士为辅,变为绅商为主、政府为辅。绅权的扩张给了地方精英们更大的施政平台,但也给全国政权的稳定带来一定的负面影响。北洋时期始终未能解决政权、绅权与民权的平衡发展问题。

In Beiyang period of Qing Dynasty, the gentry＇s power in Wuxi expanded through public groups like autonomous organizations and business associations of local administration, and became the social group of power. At that time, the administrative mode had changed from government as mainstay and gentry as subsidiary into its opposite. The expansion of gentry＇s power provided the local elites with a larger stage to perform administration; meanwhile, however, it aroused instability in national government. In general, the balanced development between government power, gentry＇s power and people＇s power was not yet achieved at that time.
