摘要
龙滩水电站工程安全监测项目从土建项目中分离出来,成为独立的施工合同,公开招标选择承包人。为了加强管理,业主单位充分发挥职能部门的作用,采用“小业主、大监理“的管理模式,健全各项规章制度和质量保证体系,取得了较好的效果。建设管理经验为同类工程建设提供了参考。
The safety monitoring system of Longtan Hydropower Station is a sole construction contract, separately from the civil engineering contract, and makes an open bidding for determining the qualified contractor. In order to strengthen the management,the Owner put full play to the function of its suthority department and used the management mode of "small Owner and big Supervisor".It also perfected various rules and stipulations and the quality security system,which gained good effectiveness.Such construction and management can be used for reference for the similar projects.
