国家创新体系是一个国家内部有关部门和机构相互作用形成的网络系统,是推动国家经济和科技创新的重要力量。英国国家创新实践的成功经验表明:推动国家或企业的经济发展,实现技术创新,仅靠企业、大学、研究机构本身的力量是远远不够的,必须依靠政府的政策扶持和制度保障。政府的主动介入对推动产学研合作的健康发展具有重要意义,政府在国家创新体系中的职能定位应是制度创新。

National innovation system is a network formed from the interaction of the internal departments and organizations of a country and a vital force driving the economic and scientific innovation. The success of Britain＇s national innovation practice indicates： to rely on the strength of enterprises, universities and research institutes to promote the economic development of a country or an enterprise and realize technological innovation is far from enough, and must be supported by the government policies and guaranteed by institutions. Government＇s active intervention has important meaning for increasing the healthy cooperation between universities, industries and research institutes. Government＇s function orientation in national innovation system should be institutional innovation.
