The article makes a preliminary probe into the establishment and perfection of responsibility investigation system by expounding significance, responsibility subject, main form and necessity of responsibility investigation of ferry safety from the view of maritime safety administrator in order to make responsibility investigation of ferry safety more perfect and safe.
