摘要
WTO《反倾销协定》的执行对WTO成员的反倾销政策和贸易政策的制定和执行效果有着重要影响。现行的WTO《反倾销协定》由于其形成的根本出发点的不确定,导致了具体规则上不协调和不明确。改革现行WTO《反倾销协定》对我国坚持自由贸易政策具有重要意义。我国政府应当在促进WTO《反倾销协定》改革的基础上,制定和执行自由开放的反倾销贸易政策。
WTO Anti-dumping Agreement （ADA） has tremendous impact on its members＇ trade policy making and implementation. The ambiguous role of the existing WTO Anti-dumping Agreement within the world trading system leads to inconsistency and vague rules of the ADA, which provides the room for the protectionism. Therefore, reforming the existing ADA by the negotiating on WTO Rules of Doha Development Agenda will have positive impacts on the choice of China＇s antidumping policy.
