建立林木种源管理制度，可以从源头上把住种苗的质量关，确保造林的质量。结合我国当前种源管理的现状，对建立全国的种源管理制度的必要性等进行了全面分析，提出了建立我国种源管理制度的重要性与总体思路，对种源管理制度可分为普通种子管理与林木良种管理两部分，并提出建立林木种源管理6点具体措施。
