A telecom network management system is applicable to all the stages in the network life cycle such as service provisioning, operational adjustment, capacity and quality improvement, etc. In this paper, the roles and values of the network management in the network life cycle are analysed and the potential influence on the-cellular network concerning quality and cost-efficiency is highlighted.
