人民监督员制度是最高人民检察院根据中央的要求,为解决检察机关查办职务犯罪案件工作有效外部监督不力问题而进行的一项重要改革探索。作为一项制度创新,人民监督员制度有其存在的理论基础和现实意义,其生命力具有着不断自我完善和发展的空间。但是,随着试点工作的深入,人民监督员制度还有许多实践中的环节和问题需要探索,以更加适应新时期检察工作的客观需要,推进检察事业的顺利发展。

The System of the people＇s supervisor remains an important reform that the Supreme People＇s Procuratorate carries out according to the request of central authorities to solve the problems of insufficient supervision of the procuratorial organ. As a systematic innovation, it has its theoretical foundation and realistic significance, whose vitality is self-perfecting with the space of development constantly. However, with the deepening of pilot work, there still exist some problems in link and practice to explore so as to meet the desirability of the procuratorial work and improve its development.
