In the background of the ＂11 th five -year plan summary ＂proposed by the CPC Central Committee, this thesis, basing on the role of finance in economic development, deeply analyses the existing problems in the financial system in Heilongjiang Province, such as capital outflows of country, imbalance between supply and demand, large proportion of badness assets, and so on. And this thesis tables many constructive proposals from Rural credit cooperatives, policy-type bank, Commercial Bank and folk finance.
