The paper also focuses on the procedure justice of the process, including equal rules, open information and clear compensation channels. The last important point of the article is the distribution justice of the results： whether lottery promotes the growth of social welfare or not, how to use the public welfare fund of lottery, and whether tax on lottery income should be paid or not.
