我国大城市交通问题产生的体制原因及解决对策

The systematical cause and countermeasures to transportation problems in metropolises in China

针对我国大城市出现的越来越严重的交通问题,从城市交通发展的规律出发,寻找城市交通的可持续发展之路。分析了我国大城市交通问题产生的深层次的体制原因,从国家层面、一般大城市层面和个例分析等三个层面分析了现行的交通管理体制存在的主要缺陷。最后以美国为例给出国外的交通管理经验,总结出我国城市交通管理体制改革的建议。

Aiming at the more and more serious metropolis transportation, this paper tries to find out the sustainable development way for urban transportation from the point of view of its rules. It analyzes the problem of system which causes metropolis transportation, and then discusses the major flaws of current transportation administration system at the levels of nation, general city and special city like Beijing. Finally, it lists the experiences of the United States and puts forward some suggestions to our country＇ s urban transportation administration.
