针对辽宁省钢铁工业的特点，分析了耗能现状，并找出差距和潜力，指出了大幅度节能降耗的必要性，制定出新的节能目标和在新形势下抓好节能降耗、降低成本的具体措施。

In the light of the feature in iron and steel industries in Liaoning province, this paper analyses the present situation of energy consumption, finds out the short and potentiality, points out the necessity of greatly reducing energy consumption, makes out new targets and particular measures to reduce energy consumption and cost.
