Optimizing Economic Development Environment and Improving Good Faith System Construction

资金短缺的问题是制约我省经济社会发展的突出问题。解决的办法是优化经济发展环境,推进诚信体系建设。本文从我省经济金融环境和信用环境、经济的持续发展及创建“诚信湖南”“和谐湖南”三方面分析了加快推进我省诚信体系建设包括个人诚信体系建设的必要和必需。简要介绍了我省诚信体系建设方面的经验及成效,并从四方面提出了更进一步加快我省诚信体系建设的步伐和更进一步完善我省诚信体系建设的建议。诚信体系建设就是要用法律的约束,建成“守信激励”和“失信惩戒”的长效机制,个人、企业、政府都应受到“激励”或“惩戒”,以此优化经济发展环境,出现“经济金融方面的和谐”,这是本文的目的。

The problem of fund shortage is the outstanding problem which restricts the economic ＆ social development of our province. Solution is to optimize economic development environment and to construct good faith system. This article analyzes the necessary condition of optimizing economic development environment and proposes good faith system construction, including individual good faith system construction from three aspects of economic ＆ financial environment as well as credit environment, the economic sustainable development, and the establishment of ＂good faith Hunan＂ and ＂harmonious Hunan＇. It briefly introduces our provincial good faith system construction and experience. And the advice for further speeding up and perfecting good faith system construction in our province has been put forward from four aspects. The good faith system construction can be done by law by way of ＂encouraging if keeping words＂ and ＂punishing if losing words＂.
