更新农民观念,培育新型农民是新农村建设的迫切需要。河北农民观念尽管有了很大转变,但仍然存在传统保守、消费畸形、法制观念淡薄、重男轻女等不适应新农村建设的思想观念。造成河北农民观念不适应新农村建设的原因是多方面的,既有自然、历史、体制、社会原因,又有农民自身因素。因此,应在健全农民观念更新的基础设施、引导农民树立新观念、开展社会主义荣辱观教育、提高农民科学素质、增强民主法制观念等方面下功夫。
