粮食主产区农村转移劳动力就业地域的选择分析

Analysis of Factors affecting the Preference to Employment Zone of Transferring Rural Labor from Main Grain-producing Region

本文认为,粮食主产区农村转移劳动力的受教育程度、年龄和所在村外出务工人数对农村转移劳动力的就业地域选择有着重要的影响;通过加大粮食主产区农村的基础教育投资,发展农村职业教育和成人教育,有针对性地提高农村转移劳动力的职业技能水平,提高粮食主产区农民的受教育程度,可以有效地提高农村劳动力的转移能力,扩大农村劳动力的转移地域,使劳动力资源在更大范围内得到有效配置;粮食主产区应该发展适合当地情况的第二、第三产业,提高当地吸纳农村劳动力的能力,使更多的农村劳动力转移出来,尤其是保证年龄较大的农村劳动力可以有机会在当地实现非农就业;粮食主产区的相关政府部门应加强对农村劳动力转移的组织工作,提高农村劳动力转移的组织规模和效率。

Using data from the survey of farmer in Henan, Anhui, Jilin and Sichuan, by applying Multinomial Logit model, this paper empirically analyzes factors affecting the preference to employment zone of the transferring rural labor from main grain-producing region. The research shows that the preference to employment zone of the transferring rural labor is significantly influenced by the education background and the age of the transferring rural labors, and is also affected by the amount of townee from same village. We should adopt such countermeasures as giving more support to education to improve rural labor＇s quality, providing more employment opportunities for them and strengthen organizing.
