To ensure domestic oil supply security, keeping multi supply resource is rather important, which essentially means market subject diversification. Reform on China’s circulation system should begin from aspects of reform target, reform principle, market access, government supervision and market system construction. A fair and transparent environment will therefore set up for all kinds of market subjects.
