甘青藏区城郊失地农民的现状与再就业之路探析

Research and Analysis on the Current Situation and Re-employment of Farmers who Lost Lands in the Saburb Communities in Gansu and Qinghai Tibetan Inhabited Areas

文章认为,甘青藏区在进行卓有成效的城镇化建设的同时,城郊村社的耕地面积日渐萎缩。由于受失地农民缺乏资金运作能力、产业转型意识薄弱、劳动技能较差,加之政府缺乏统一的引导和扶持,以及村委会缺乏引领村民走上致富之路的能力等不利因素的影响,失地农民的再就业变得愈加艰难,越来越多的城郊失地农民逐渐陷入贫困之中,从而影响到甘青藏区城乡的和谐发展。因此,失地农民的再就业还需要靠党和政府的统一领导和扶持,在城镇规划、财政政策、财政机制、产业结构调整等方面探出一条失地农民再就业的道路。

This article thinks that in Tibetan inhabited areas in Gansu,Qinghai provinces while urbanization is fruitfully in progress, the cultivated areas are withering day by day in suburb communities. Under the lacks of fund application ability.concept of industrial reforming and work skill ,as well as the unified guidancs from government and the lack of ability for village commission helps villagers become rich,re- employment of the farmers who lost lands have been very difficult, most of them are entering the impoverished ranks gradually,which are the important problems affect harmonious development. Therefore, the re- employment of frmers who lost lands should depend on the Party and governments＇ unified leadership and support,it is also with backing of cities plan,financial policy, financial system,industrial structure adjustment and so on.
