Another Way to Promote China's IC Design Technology

从分析IC设计业的生产要素特点着手,指出技术落后是当前我国IC设计业面临的突出问题,并进一步分析了技术落后的原因和我国目前为促进技术水平提升的产业政策。在参考国外发展该产业的成功经验的基础上,提出迅速提升我国IC设计技术水平的新思路,即在满足军需和必要信息保密的前提下,将有市场价值的IC设计技术转为军民,并且做出对该想法的可行性分析。最后提出具体军转民的政策措施。

： This paper starts with the main feature oflC design industry and points out that the backward technology is the most serious problem in this line. It then furcher analyzes the main reasons for poor technology and the current industrial policy of our country. Based on the successful experience in this line of foreign countries, it suggests another way to promote China＇s IC design technology, that is to transfer to advanced technology in military for civil use, with the prerequist that ensuring military demand and keeping necessary information secret. Finally it explores this way＇s feasibility and specific measures.
