摘要
随着我国居民收入水平的提高,人民群众对体育消费提出越来越高的要求,但囿于“体育只能产业化,而不能市场化”的思想观念,阻碍着我国体育在促进国民经济发展中创造价值、启动消费等方面重要作用的充分发挥。从体育的本质特征和性质入手,运用福利经济学、制度经济学和产业经济学理论,对比分析计划机制和市场机制在实现社会福利最大化和体育资源配置效率上的差异,得出体育有必要引入市场机制以实现社会福利最大化和提高体育资源配置效率的结论。但体育行政部门从部分体育生产领域的退出,并不意味着体育市场不需要政府行政部门的管理。
With people" s income enhancing, people have more and more demand in sports consumption. But the idea that sport can he industrialization hut not marketing limited the functions of sport in creating value and initiating consumption in national economy. The authors discussed the essences and characters of sport, then, contrasted the difference between the plan mechanism and the market mechanism from the view of welfare economics, system economics and industrial economics. The conclusion was that market mechanism is more efficient than plan mechanism to satisfy the private sport productions, and this can make the social welfare maximum and make the sport resources more efficient. The withdrawing of sport administration from part of sport industry did not mean sport market needn" t manage from government.
